The offshore wind industry talks constantly about growth, innovation and scaling. Larger wind farms are being developed further offshore, subsea cable systems are becoming more complex and projects are moving into new regions at a pace the industry has never experienced before. Every year, offshore wind projects become more ambitious, more interconnected and more technically advanced.
At the same time, the industry also talks constantly about lessons learned.
Every offshore project ends with evaluations. Teams organise retrospective sessions, reports get written and entire discussions take place around what should be improved during the next execution campaign. Organisations invest huge amounts of time into analysing delays, communication bottlenecks, interface management challenges and operational inefficiencies so future projects can supposedly benefit from previous experience.
And yet, despite all of this reflection, something interesting keeps happening across offshore wind projects. The same operational problems continue returning.
Not always in exactly the same form, but close enough that experienced offshore professionals can often recognise the pattern almost immediately. Communication between contractors slowly becomes fragmented. Responsibilities between teams start overlapping without anyone fully noticing at first. Decision-making becomes heavier once project pressure increases. More discussions suddenly require escalation, and the same experienced people gradually become involved in almost every important conversation because nobody else fully trusts the structure to move without them.
What makes this so fascinating is that none of these problems are usually new.
Most of them have already happened before somewhere else in the industry. That raises an uncomfortable question for offshore wind.
If the industry already knows so much, why does it keep relearning the same lessons over and over again?
The answer has very little to do with intelligence, technical capability or engineering quality. The real issue is that offshore projects are often structured in a way that makes operational continuity extremely difficult to maintain between projects.
One of the least discussed realities inside offshore wind is how temporary most project structures actually are. Every new project creates a completely new operational environment. Contractors change, project teams shift, client structures evolve and specialists move between multiple offshore projects at the same time. Even when organisations have worked together before, every project still develops its own internal dynamics, communication habits and operational pressure points.
From a commercial perspective, this is understandable. Offshore wind projects are massive undertakings involving highly specialised expertise, international supply chains and constantly shifting execution requirements. Flexibility is necessary because no two offshore projects are ever perfectly identical.
Operationally, however, this creates a hidden problem. Every project effectively rebuilds itself from scratch.
Teams need to rediscover how they communicate. Responsibilities need to become clear again. Alignment between disciplines has to be rebuilt under active execution pressure while schedules continue moving forward. At the same time, commercial deadlines remain aggressive, weather windows stay limited and clients expect momentum from day one.
As a result, many offshore projects spend enormous amounts of energy recreating operational clarity that technically already existed somewhere else before.
That is one of the biggest reasons why lessons learned struggle to survive between offshore projects. The knowledge itself may still exist, but the operational environment surrounding it disappears and rebuilds so frequently that continuity becomes extremely fragile.
One of the biggest misconceptions in project management is the belief that lessons learned can simply be documented, stored and transferred into future projects through procedures or reporting systems alone.
That approach works reasonably well for technical information. Engineering standards, installation methodologies and equipment specifications can all be standardised relatively effectively. Operational offshore knowledge is very different.
The most valuable lessons inside offshore execution are often deeply human and highly contextual. They involve understanding how communication changes once schedules begin slipping, how pressure affects coordination between contractors or how seemingly small interface issues quietly grow into major execution problems weeks later.
Experienced offshore professionals become good at recognising these situations because they have lived through them repeatedly. They notice subtle operational changes long before official reporting reflects them. They recognise when a project begins feeling “heavy,” even if milestones still appear achievable on paper. They understand how quickly decision-making slows down once too many dependencies start colliding inside the same execution phase.
This type of understanding is extremely difficult to capture inside a lessons learned database.
That is why offshore projects often remain heavily dependent on people instead of structures. The real operational continuity inside many projects exists inside experienced individuals who carry practical knowledge from one execution environment into the next.
And increasingly, it is often the same people doing exactly that.
As offshore wind projects continue scaling globally, the pressure on experienced offshore professionals becomes more visible every year. Across the industry, there is a relatively small group of people who repeatedly become central figures inside complex projects because they know how offshore execution behaves under pressure.
These are often the professionals who understand where communication between teams typically starts breaking down. They know how contractor alignment changes once timelines tighten. They recognise the operational warning signs that suggest a project is slowly drifting away from clarity, even while dashboards and reporting structures still appear relatively stable.
Because of that experience, projects naturally begin depending on them more and more.
Clients trust them during difficult execution phases. Contractors escalate issues toward them when coordination becomes complicated. Internal teams rely on them to stabilise communication and restore direction once projects start feeling fragmented.
Over time, this creates a structural imbalance inside the industry.
The same experienced people continue solving variations of the same operational problems while organisations themselves struggle to structurally retain and distribute the knowledge being generated during projects. Instead of continuity becoming embedded into execution structures, continuity remains attached to individuals moving between projects.
That model becomes increasingly risky as offshore wind projects continue growing in size, speed and complexity.
Another reason lessons learned disappear so easily is because offshore projects rarely fail in dramatic ways.
Most projects do not suddenly collapse because of one obvious mistake. What usually happens is far more subtle than that. Projects slowly drift away from operational clarity over time. Communication becomes heavier, coordination between teams requires more effort and decision-making gradually slows down as complexity accumulates inside the execution environment.
At first, these shifts are almost invisible.
Meetings continue. Reporting structures still function. Progress remains visible on paper. From the outside, the project can still appear relatively healthy.
But inside the project itself, people already feel the pressure changing. And that is often the exact moment where lessons from previous projects should matter most.
Ironically, it is also the moment where teams become too focused on immediate execution pressure to properly step back and recognise recurring patterns objectively. Delivery pressure starts dominating operational reflection. Short-term momentum becomes more important than structural improvement because everyone is trying to keep the project moving.
As a result, many organisations unintentionally carry the same operational weaknesses into future projects without fully resolving them. That cycle repeats itself far more often in offshore wind than most people realise.

How do organisations ensure practical execution knowledge survives beyond temporary project environments? And how do lessons learned become part of operational structures instead of remaining dependent on a handful of experienced individuals moving from project to project?
As offshore wind projects continue becoming larger, deeper offshore and increasingly interconnected, these questions will only become more important.
Because the future success of offshore wind will not depend solely on larger turbines, faster installation vessels or more advanced engineering. It will depend on whether the industry finally learns how to carry its operational knowledge forward properly.
